As we discussed, the most relevant cause of the issue was privacy list blocking discovery of the upload component.
However, as there was still a delay if other components on the local server were blocked, I've modified discovery to report upload components as fast as possible and then updating result if any additional appears.
That should resolve the delay issue, but privacy list has to allow communication with HTTP File Upload component.
Fix is part of the build 6.0.1-b194.
