Beagle does not respect the `muc#roomconfig_allowpm` MUC setting (#596)

This results in error messages in any MUC that does now allow MUC pm.

As per the XEP:

This privilege is controlled by the "muc#roomconfig_allowpm" room configuration option.

If it works for marking the messages as read in public mucs as you explained in another GH issue, I guess you could send them anyway but at least silence the related errors in the UI.

FWIW this is what the Conversations MUC look like when I open it (and everytime someone sends a message).

This issue should now be resolved in BeagleIM 5.3.5-b178 (beta)
