Receiving PM errors in MUC rooms with disable PM (#474)

In nonprivate or anonymous rooms with disabled PM, BeagleIM is receiving PM errors for chat markers it tries to send to self for synchronization of read/displayed state between clients.

We should disable sending those PM/chat markers for rooms with forbidden PM.

I've fixed this bug by disabling the synchronization of read messages using chat markers for rooms with blocked PM.
