Convert project to use SwiftPM instead of XCode project and binary frameworks (#288)

It would be nice to be able to have everything within a simple SwiftPM project file (swift) and dependency linked and downloaded automatically.

I reviewed current state of SwiftPM and unfortunately it cannot be used for building executables for macOS or iOS. Also, it has a bug which makes it impossible to use binary versions of WebRTC or OpenSSL but after this would be resolved it would simplify how people can clone and modify our projects.
