Limit display of room topic. (#203)

Some rooms have stupidly large topics and this somewhat breaks display in Beagle (see attached). I think that we could use fixed height header and display the rest on moustover in bubble?

I'm not sure that there is a point in doing anything like that as in the case of MIX (to which we would like to migrate to) there is no such thing as topic. Most likely we will add some features like that but it is not in the core specification. I would just go with limiting topic/subject to 2-3 lines (even without hover).
