Timestamp tooltip should not be "persistent" (#185)

	Wojciech Kapcia opened 5 years ago Steps to reproduce: hoover over single message for 2-3s to bring up tooltip move to different message What happens: timestamp tooltip appears instantaneously for each message until the cursor moves out of chat area Expected result: each time we should have same 2-3s delay to show tooltip.
