Enhancement: Missing project-level default assignee configuration (SZ-105)

Description

There is currently no way to configure a default assignee at the project level.

Expected Behavior

Project settings should include a configuration option:

Default Assignee: [User]

When a new issue is created in the project, this user should be automatically selected as the assignee unless explicitly changed.

Impact

Improves workflow efficiency and reduces manual assignment steps.
