Description

When creating an issue from within a specific project context, the "Project" field is not pre-selected.

For example:

Project => Issues => Create Issue

The project dropdown remains unselected.

Expected Behavior

If the user initiates issue creation within a project context, that project should be selected by default.

The field should remain editable if the user has cross-project permissions.

Acceptance Criteria

• Project dropdown auto-selects current project
• Field remains editable
• No regression in global issue creation flow
