Feature is now implemented and in my initial tests it looks like it is working as expected.

During this work, I've found issues with OMEMO encryption when there is no presence subscription both between 2 users trying to communicate (over 1-1 or MIX group chat). This issue was resolved by adjusting access permission to OMEMO PubSub nodes.
